The Windows desktop Pro tooling is rolling in across the 1.x series — it is not all shipped yet. Pandoc export, vim mode, encrypted documents, snippets, custom CSS, advanced search: these are deepest on Mac now and arriving on Windows progressively across 1.x.
So the honest promise is: one license covers every platform, the core editor is fully there on Mac and Windows, and the Mac Pro toolset is the deepest right now while Windows Pro is filling in across 1.x. If you need a specific Pro feature on Windows today, check its current Windows status before you buy. Buying expecting full Windows Pro parity right now would be buying on a promise the product has not kept yet — so don't.
