Here's what you came for, stated plainly: there is no Things 3 for Android, and there is no Things 3 for Windows. There's no official web version either. Things 3 is made by Cultured Code for Apple devices only. In Cultured Code's own words: “There are no apps for non-Apple devices.”
That's frustrating, because Things 3 is genuinely one of the best-designed task apps ever made. Lots of people fall in love with it on a Mac or iPhone, then hit a wall: their work machine runs Windows, or their next phone is Android, or their partner isn't on iOS and they want a shared list. Things 3 simply can't go there.
Cultured Code's own route from Windows or Android is to create to-dos in Microsoft To Do and have them sent over to Things via Apple Reminders. In its words: “This is not a two-way sync, just a way to send to-dos from other platforms to your Apple devices.”
